I don't know how the Stellar foot boards are arranged, but here's a (very rough) pic of the foot boards/pedals in a THINK surfski.
The ends of the rudder lines are 'fixed' at the forward bulkhead, then the lines are threaded through the pedal in an 'S' pattern. When the pedals are moved to a new location the lines just slip through the grommeted holes. Simple, and surprisingly it works.
(In a kayak the forward ends of the lines would be (almost) inaccessible, so perhaps the arrangement is different?)

The Stellar set up is virtually identical.
