Sounds to me like you're over-thinking this. There's some great advice here but it's just a wee boat for a wee 7 year old. It needs to be pretty and hit the water soon, because she'll be getting impatient.

I think I'd just use ordinary latex house paint which is intended to be used on houses that are left outside and likely to get rained on a day or two after application. Just paint it and launch it; you can always clear-coat it later when she gets a new toy . . . latex does get a lot harder for a couple of weeks after application but it won't be hurt by getting wet 24 hours after it has dried.
