I have a inexpensive delta tabletop table saw with I not so good fence. I can fix the fence problem but with the proper new blade will I be able to rip the strips.

How much can you move the blade side-to-side (with the power disconnected) ? If the answer is 'hardly any movement' , then I think your saw will be fine for cutting strips, with an attached outfeed table or other support and a rip fence - a piece of wood attached to the full-length fence, that ends just past the cutting part of the blade.

Also I will need a better jig saw for the patterns and such. What type?

If you have any jig saw now, I'd just buy a couple of new good-quality blades for it. If you have some money to spend try to find a cheap disc sander (get a disc/belt combo and leave the sanding belt off?) which you can use to sand the forms to the line, and also for scarfing strips.

Or, you can always fair your forms by hand with coarse sandpaper on a block. As Et would say, "Consider it meditation" ! ;-)
