Your first step should be to trim back the brackets that forms 2 and 3 are fastened to. Then spend a lot of time with a strip or two moving them over the forms and making sure the forms are properly cut (shaped) and aligned. If one is too low then glue some layers of 3x5" card stock to the edge of the form to bulk it up to the proper width. If too high then a sur-form file or course sand paper will bring it down to the proper level (or remove the form and take it down with a grinder.)

An inexpensive laser level can help you line up center-lines and water lines. A string line is also a must have.

This step can take a lot of time for an experienced builder, but it pays off in the final product.
