Tim,
You may want to try passing a thick fishing line through the hatch if you can find a gap and then pull the line back and forth to cut through the epoxy, do it fast before the epoxy sets. A thin wire or cable may work better. Some heat applied in the right areas could also help. If it is still only partially cured some heat may allow you to pop the whole cover off.
