I did it as a two-stage process - I first put a thin plastic sheet over the whole of the inside of the upside-down deck with the hatch-cover taped very securely in place, then made the hatch lip on that, later cut it to shape with a dremel, and stuck it to the deck with thickened epoxy without the hatch-cover in the way. Worked well.
