While I have to admire the initiative to open up recreation to those with some disability, I think it's an invitation to disaster, particularly in any open, sit-inside kayak capable of being flooded... use on a SOT would be preferable. If one can't hold a paddle, or gets winded so easily, they've no business in a craft where they must ultimately rely on themselves for safety on any body of water other than maybe a supervised pond with a hard bottom and 3' depth. But even then, I'd think a pedal-drive SOT would be preferable... or a 15oz carbon paddle and some technique.
There is a need for adaptive paddling for those with disabilities... but those are probably best served in a double or triple where you have at least one able guide/instructor aboard.
