I don't think that a skeg is necessary in wind. You may have trouble adjusting if you are used to a rudder, but if you're someplace where there are no opportunities for bumpy conditions over a foot to develop I wouldn't think you'd need a skeg. I find that in some conditions- following seas or quartering astern with steep waves- you just need a skeg. It is just plain not fun, and borders on dangerous at times not to have one. Not all paddling buddies are patient enough to wait for you while you battle conditions that they glide through with skeg down.

After you decide whether or not you need it building it is the easy part.
