i had a similar sounding problem on my recent night heron build which was launched a couple weeks ago and had posted about it here on the forum and gotten feedback a number of months ago. (you can search the forum under my name to find the old postings)

you can try to give it a bit more time. but if it does not totally harden, you need to take the uncured/semi-cured epoxy off on the offending section and re-do it. you don't have to strip the whole boat....but the not properly cured stuff and the cloth that is involved needs to come off. i tried putting properly curing epoxy over it.....that did not work and when it was exposed to heat/sun, everywhere it was soft it delaminated/bubbled up. so in the end i would have saved time by stripping the offending area as oposed to trying to play with it.

my basic test was using my thumb nail pushed into it. if i could dent it after it was supposed to be cured....it was a problem.

to this day, however, i and the folks at MAS could not figure out definitively what/why it happened. first time i experienced this in 15 years of working with epoxy. the folks at MAS tech support were very nice and we swapped out all the epoxy i had and everything after that has been fine. the only correlation i can find about the guminess is that it seemed to be in the areas where i initially poured the epoxy onto the glass.

anyway, theories abound....but in the end if it was not fully cured......so you need to address it and removing it is the only approach that worked successfully for me.
