I've never had much luck using foam brushes with anything, especially epoxy. Very 'floppy' and also soak up a lot of material.
Bristle brushes (aka 'chip brushes') work but have an annoying habit of shedding into the work. Squeegee/spreader or a thin foam roller (WEST roller) cut in thirds lengthwise have worked for me. (details in the WEST Boatubuilding manual - free download)

How do you know how much to heat it?

Just warm- not 'smokin' hot. Actually if the boat is warm and your epoxy is warm you don't need the heat gun to warm the epoxy much further, IMO. The big use for the heat gun is to warm up air trapped in 'pockets' and 'pop the bubbles' when they rise to the surface.

Does this not make it drip down the vertical areas toward the sides, even more?

Yes, but the epoxy will generally do this to me once my back is turned, anyway (as it cures it warms up a bit and loses viscosity).
