Are you sure it's not the varnish that has deteriorated that you are seeing?

The only way to know is to sand into the surface a bit. Apply some new varnish and see how it looks.
I had one boat that was Loooong over-due for a varnish and micro cracks appeared in the varnish with a whiteish edge.
