I know of no consensus for these features you are about to commit to.
I can outline my reasons for what I have done on four builds so far and am reasonably happy with these.

Front bulkhead is positioned so that my toes are touching the mid hight between keel and deck when I am sitting upright in the "proper "paddling position,legs flat on the keel.When I raise my knees to the deck my toes touch the bulkhead close to the keel.I have this bulkhead sloping at about twenty degrees to suit the angle of my feet flat on the face of the bulkhead when I am slouched forward by some three inches,relaxing whilst feeding or laying back on the rear deck.I do not use foot plates or extra feet pegs.This spacing allows slightly taller people than me to not be too cramped when"trying "out my boats.Also ,it optimises the forward hold volume for storage and minimises cockpit volume for draining.My family members are all slightly shorter than me so they get hard foam packers to allow their feet to make reasonable foot contact.The bulkhead is my foot plate,so it is very well glassed to the deck and hull both sides and the foreward bulkhead is strong enough to jump on ,without my feet piercing through.I usually put 100-150mm diameter inspection type hatches on both bulkheads.this allows me to pass a Greenland paddle through to hide it from plain view when beached and for transportation.
The front hatch is positioned so that there is enough room between it's rear edge to the top of the sloping bulkhead ,6-8 inches ,so that a 15 -20 litre dry bag can be wedged there without obscuring the hatch hole for more loading forward of the hatch.
I have the rear bulkhead 1-3 inches behind the combing.straight up and down.I have to sit on this spot to get into my small ocean cockpits so is also well glassed into the structure.The rear hatch as similarly spaced behind the rear bulkhead so that a dry bag can be wedged, securely ,as per the front without obscuring the hatch hole.
