Agree with that also. I tension mine with a loop of bungee that grabs the bow/stern toggle, holds the toggle on the deck while tensioning the perimeter lines. Grab the lines and the bungee stretches and gives enough slack to easily get your hands under the lines. The lines themselves are only attached to the deck, the bungee just pulls them tight.
