Given my workspace, it might make more sense to build a 16' boat and have room to work on both ends, but then it needs to be strong and buoyant enough to hold my 195#...

Just pick a good design and you'll have no problem getting a 16' (or shorter) boat that will perform for you.
Sterling Reflection, NDK Romany, Delphin, Mariner Coaster and Express etc.. lots of commercial boats are used by big guys in rough conditions with no problems. And, you can find good 16' and shorter designs for home building pretty easily, IME.
