Actually the foil shape works well at kayak speeds vs. a flat plate, there is little dead zone on the foil shape and there definitely is on the flat one. Drag wise there is little difference when it's just trailing behind the boat, but if you have to turn it 10 degrees more for a flat one to become active, then there is more drag than a smaller angle on the foil shape.

The reason for the 12% foil is the thicker ones have too much drag and the thinner ones are too fragile being too thin.
