Second method:
About 1-2 % of the underwater lateral area (I assume "underwater lateral area" is the same as the wetted surface)
I'm not sure that assumption is correct.
I think that the underwater lateral area is the area seen 'from the side' - i.e. the lateral projection of the hull.
This is different than the wetted surface.
Imagine a barrel (cylinder) with r=6 and length 50 floating so it is half-submerged.
The wetted surface would be about 1050 units but the lateral area would be only (6 x 50) or 300 units.
Of course, my understanding of this may be incorrect..... ;-)
For reference, the underwater part of the SmartTrack Race rudder on my Thomasson Panthera is 8cm x 20 cm; on my Think EZE surfski it's 13cm x 20 cm
