One advantage of the outer stem is that you can use denser timber that will be less likely to suffer damage in minor bumps.

Another huge advantage is that you don't have to spend time and effort making the strips meet neatly at the bow and stern. Since the strips are planed back to allow the outer stem to be fitted, there is no need to worry about finger joints.
