Yep, efficient rudders tend to be tall and not very wide, they also tend to stall easily and are fairly thin in thickness so tend to be fragile (easier to make them stronger when you can injection mold them ) so a shorter fatter rudder while not as efficient often works better.

I've got one boat (a poly ski sorta boat) that's got a flat plate rudder one it, it's not great but it's hard to stall and it's rudder is nearly square in platform shape. In waves it would be out of the water more than it would be in because it's not very deep, but that boat would be very wet in waves, so I don't take it there.
