A flexible caulk like silicone ( I too don't like silicone) can work on foam bulkheads because they really just need sealed into place, they are so thick that they can be jammed into the hull and stay in place pretty well with no sealant but aren't waterproof that way.
With any other bulkhead material thickened epoxy is the way to go.
