It seems that as I added weight to the strongback, a few areas settled and twisted, which of course throws off all the verification measurements if you're measuring using a defective reference point.

IMO, it's better to use a method that works even if the strongback is not 'straight and true'.

If I were using the 'rocker measurement' method (which I would not do), I'd just establish a reference line (either a physical line/thread or a laser line) above all the stations and measure down to the forms.
Attaching a stick which extends upward along each form's centerline can help. You can mark the 'rocker' measurement on each stick and then just line up the marks - it saves endless cycles of measurement.

You mentioned 'snapping a line' - if you are establishing a line on your strongback, I've found that stretching a line and then overspraying with aerosol paint is more accurate than snapping a chalk line.
