If you're scarfing all the strips from the same length pieces you have to be careful to not line up all the scarfs in the same place on the boat. No matter how carefully and long you make the scarfs they won't bend exactly like unscarfed wood and you'll end up with bumps or hollows built into the boat. When you stagger the joints the solid wood on the strips next to the scarfs will result in a more fair surface than you'd have if you didn't stagger the joints.
