Varnish "could" fill that gap, but it'll take a whole bunch of coats with the chances of runs and drips with each coat. Epoxy is thicker will take many fewer coats. Just add the epoxy where needed, not over the whole boat. I do agree with Rob, sanding the coat flat"er" will make it go faster. You can't really sand it flat without getting into the glass, so you just get it better with each coat until it gets flat.

I'm assuming you've used pre-made glass tape? It's really too much material for the job, but since you've used it, now you have to finish it.
