New pads are relatively cheap, $6-$8 on that order. They wear out after a while.

Originally sanders used plain paper discs and a tube of adhesive just for sticking the pads onto the sanders, worked fine but it took a few minutes for the glue to form a decent tack and hold onto the paper. The peel and stick was the next "new" thing. I use Velcro too, it's just too convenient and the prices have come way down on the pads for them in quantity. I try to buy boxes of 100.
