Randy,
Blush is not visable until you overcoat.
It has absolutely no strength, so that coat is useless.
You need to remove the varnish at least on the areas that are milky, sand down to epoxy, wash the hull , then put the varnish back.
Nothing else will fix it.
Lots of different ways to remove the varnish, you'll probably get at least 4 different suggestions.
