Your description of "milky" is not usually associated with blush.
It could be associated with moisture?
Before you start sanding away, I,d call West.
Usually blush causes puckering, voids and orange peel.
See what they say.

You're technique seems perfect. Unfortunately there, s a lot of variables with these things.
