Re the float bag placement line, all you do is tie a closed loop around the first deck beam, or better, attach it through the stem board so you can pull the tip of the bag all the way forward. Attach some kind of small clip to the line, fixed. A fishing swivel clip, small carabiner etc. then you clip your bag end grommet to the clip, and pull the line to draw the end of the bag into the end of the kayak.
Of course, you want no loose line floating in the kayak that might cause an entrapment hazard, so you run the cockpit end of the loop around your masik or seeq. The loop made tight enough to stay up against the underside of the foredeck. The aft lines can be looser, as your legs don't go back there.
