The way I would do it would be to cut strips on
a band saw. The strips would form a profile similar to the layers that show elevations on a map. Then it would only require minor sanding to blend in. The whole trick to this process would be keeping the strips lined up, but drilling two reference holes on the ends of the strips would allow you to run two dowels thru them and align them all up. With this process you would be able to control the height of the seat and contour the bottom of the seat to fit the boat. Heck you could even make a few shallower that would allow for drainage under the seat, of course glassing the bottom would be a bit of a challange. I should mention that I have not tried this but....
