What is it plugged with? If it is completely plugged with epoxy or varnish, it needs to be ground out from the inside, redrilled, and remade. If it is just sanding sludge, then pipe cleaners or a Q-tip should get it out of there. If it is only partially plugged with epoxy or varnish, you could go with a smaller diameter bungee strap or line.
