Strip: Blemish *PIC*

Just got my strip canoe out of storage to sand and apply poly. Noticed a few blemishes. The weave is showing but it is smooth and not exposed. The canoe is covered with 2 laylers of 6 oz fiberglass. Can I sand, perhaps, exposing the fiberglass and apply some epoxy or should I sand it down to the wood and apply a patch?
