Followup on Bemishes.

After sanding part of the canoe, I notices some blotches (see Pic). They disappeared after I wet it out with mineral spirits (see Pic). The Blemishes are still there. 1) should I be concerned with the blotches? If so what should I do? 2) If I do decide to sand out the blemishes, can I just patch with glass, or do I need to reglass the whole canoe?
