As Dave and Nick said, sure it'll work. The foam is messy to work with and will be better if painted with latex paint before you cover it, won't tend to suck up water nor break up in little pieces like Nick's experience. The biggest issue is you can't dry the frame of the kayak ever, so you'll eventually get mildew and rot forming.
