The usual method I have seen for pulling float bags into an SOF is to install a dowel between gunwales at the pointy ends. A small line runs around the dowel to pull the float bag in. A suitable area between dowel and end of kayak should be left in order line replacement becomes necessary, i.e. standing kayak on send and using a weight to drop the line down to and around the dowel.

The line should be fastened securely to the kayak after installation so it is not free to move around and present an entrapment scenario in case you end up upside down.

I did some research over at Qajaq USA and did not find an installation thread, but there was a thread with a good discussion about SOF float bags. This comment is a great thought on the issue.
