Bill is completely correct on not having the leeboards on the rear cross beam. You can't just put them where you want them. That position will make it very hard if not impossible to go upwind.
It has to go where the center of the sail is when going upwind, actually slightly aft of the geometrical position.
The rudder should be good sized, hopefully not the typical "barn door" style. A deeper narrower rudder works much better than the old style and has less force on the tiller.

What kind of a sail?

Have you looked at the Trika 540?

While I support the choice of the Gentry Chuckanut 15, the Trika is already designed for everything you mentioned.
