Are you sure it's not coming through the holes for the toggles?
Either an end pour, which I find is needless weight, or a tube glassed through the hole should stop that.
Other possibility is hatches leaking, been discussed repeatedly here.
Like others have asked, more details. Does the boat have hatches, does it have bulkheads, is it leaking past the bulkheads etc.
Btw, the glass isn't waterproof, adding more won't cure a thing, resin is waterproof (mostly) adding another coat might help.
