Thanks Nick. i went ahead and did the water test and found that water was leaking from a lot of the staples holes.

All you need to do is fill those holes. You can add a bit of cabosil to epoxy to make a slightly thickened resin and squeegee this mix into the holes. You should be able to tell by inspection if the holes are capped off. Keep squeegeeing on epoxy until they are capped off. You don't need to build up any extra resin other than in the holes.

Just spreading new resin over the whole boat would likely not solve the issue as surface tension makes it hard for resin to cap off the holes. The cabosil is to fix the surface tension issue.

Note that since the holes go straight through you may have unsealed end grain. The pin hole on the inside may still allow water penetration into the wood. Trying to find the pin holes on the interior and filling those as well would be a good thing.
