If the leaks are from the staple holes is it possible that the epoxy was too thin and did not fill the cloth?

If the cloth is clear, there was enough resin to wet it out. What often happens is the hole sucks up more resin leaving a hole. More resin applied before the initial wet out coat cured could have filled the hole.
