First- the two fittings on the back deck are probably for a deck-fastened tow system. If that 1" high bullseye fitting impedes your layback you are so flexible that it won't matter!

It looks like you have a combination of unrepaired damage, patches and 'repairs' that are falling off or deteriorating due to UV (and using polyester for repairs) , and 'legendary' NDK/SKUK building quality.

Those problems along the chine are from voids under the gelcoat - gelcoat was sprayed into the mold, and the mat (NDK boats use mostly mat, not cloth, and no vacuum bagging, AFAIK) wasn't pushed into 'the corner' when the layup was done. So there was an 'air space' under the gelcoat. The first hard knock probably shattered the gelcoat and exposed the mat underneath.

If it were my boat, I'd consider it mostly as a 'form' for laying on another layer of glass (with epoxy), then fairing (with epoxy fairing compound) and painting with car paint or marine 2-part polyurethane.
I'd start with a scraper, removing all that loose cloth, and follow with a coarse disk in an angle grinder to get down to something that's still structurally sound.

Laying on (a lot of) gelcoat will just add weight but no strength.
