I think most manufacturers of shafts use an expensive machine that winds the individual strands around a steel mandrel. After curing the mandrel is removed. This how a local spar manufacturer makes his masts, booms and spinnaker poles for sailboats. The blades are a bit simpler in that a vacuum bagging set up could do a nice job. The vacuum pump can get quite pricy. I got one on craigslist for a song. I wish I had bought two. West System publishes a nice concise booklet on vacuum bagging. Usually the lay-up for small parts such as this, is 2 layers of 6 oz. carbon fiber twill weave on each side and a layer of 2 oz fiberglass on the outside so that you don't sand or gouge into the carbon fiber as easily. Alternatively you could use a mixed carbon fiber/Kevlar fabric.
