You can use seam stick, it's a seamstress product (get it at Walmart or a fabric store, ask your wife). It's a special two sided tape designed to stick to fabric. It'll stick to the frames well enough that you can stretch it (don't go crazy stretching or you'll pull it off the tape). It'll also stick the fabric to itself well enough to get the deck attached to the hull. You can use solvent contact cement later to more permanently stick the fabric lap together.
The basic procedure is to put on the tape on the gunwales (no where else or you'll get wrinkles) carefully apply the fabric to the hull, if you don't push hard on the seam stick you can re position the fabric, then once you have it the way you want it, rub the fabric hard to the seam stick. With a household iron (don't use your wife's iron, trust me, you don't need steam so the iron is cheap) start with minimum heat and iron the whole hull, then if it's not snug, increase the temperature slightly on the iron and iron it again. Once the wrinkles are out stop and do the same thing to the deck. After the deck is attached, contact cement the lap where the fabric from the deck laps over the hull at the gunwale. Once the contact cement is cured, then turn up the iron and get it really snug, careful the shrinking fabric can deform the frame if you go to far, once it's snug stop. Then iron out any wrinkles at the gunwale and you're ready to glass.
