The Japanese pull saws are one of my best tools. I don't know if a specific brand is seriously better.
The other tool is a Japanese rasp, looks like hacksaw blades riveted together, has a fine and a coarse side.

I don't know that I would use basswood for the deck if you want strength. For a light weight wood I like poplar, it is a lot stronger than cedar, machines very nicely, and needs to be perfectly sealed with epoxy or it will rot quickly.
It also has to be carefully selected to avoid the common green tint, unless you like that :)
It also might not be the color choice you want.
