Unfortunately mill here refuses to cut flat sawn planks even if asked. Obviously flat sawn planks will turn into quarter sawn strips, which can be easier to sand.

I find dark cedar does not show a particularly interesting figure when flat sawn, so one may as well have the convenience of a quarter sawn strip if the cedar is dark.

Lighter cedar can look very nice flat sawn if a little trouble is taken to keep some symmetry in the figure both sides of the deck.

It depends on how busy you want the result to be, and, to a large degree, what you can find in the way of wood. Beggars and choosers etc.

If you really want what you want you can always cut a quarter sawn plank into three quarter inch square sections and cut quarter sawn strips from the squares. You will have a lot more waste though.

For the hull I'd would go quarter sawn in light and in dark.

For the deck, if I have a choice, I will cut light cedar into flat sawn strips and dark into quarter sawn strips, and use them in combination. I tend to prefer lighter wood in the middle and darker wood on the edges.

Here are a few shots to illustrate. The dark cedar at the sheer of this boat is quarter sawn, but if it was flat it probably wouldn't be noticeable from a distance. The inside lighter wood is not book matched strip to strip, but as far as possible, I did lay them in with symmetry of the figure from the centre line across the width of the deck. I find this important if the meeting points at the centre line of the deck are not to look too random and messy. I hope that makes some kind of sense.
