I've not had any trouble with epoxy or varnishing in the basement (but I have a daylight basement and I've opened windows with a couple box fans). I would highly discourage any sanding whatsoever in the basement though as it creates more dust than you can ever imagine... Epoxy and varnish also creates very fine dust. It would literally go everywhere in your house.

If you're careful, it shouldn't be too much to move it outside. The boat is what it is (to a certain extent) at this point now that the glue has dried. Also, you shouldn't need to worry about realignment of the stations on the strong back because you should be able to carry it out all together if you can carry the kayak out in one piece. I'd just get a couple friends, tape the hull to the forms, and gently move it outside for sanding and then come back inside for glassing, etc. That way your shop stays way cleaner for finish work. Just make sure you aren't leaving it somewhere for a while where temps and humidity are much different than your basement until both inside and outside are glassed as it will tend to shrink, expand, or curl making matching hull and deck much more difficult.

I've tried varnishing outside and in an open garage and wouldn't do it again. Dust and small insects were a big problem.
