Couple of things not mentioned. One idea I like is to use a bathroom exhaust fan in the basement exhausting outside while working in the basement, if the basement doors are kept shut you'll provide a very slight vacuum in the basement keeping any dust there. You do have to find a way to exhaust it outside, can be as simple as adding it to the duct for your dryer vent.

The other thing that helps is a simple air cleaner, a pleated furnace filter taped to a box fan, takes a surprising amount of dust out of the air at little cost to run, leave it on after you finish sanding, come back in 15 minutes and the air is clear, though the filter will likely be dirty. You can make a simple rack for the filters to hold them to the fan making replacement easier but the duct tape works and you don't have to change it very often.
