I think hand sanding is getting to be a lost art. Even heavy fairing can fairly easily be done by hand, make a flexible auto body hand file with 1/8" plywood base and you can fairly easily remove lots of wood quickly with much less chance of making a bad mess that can easily be done with an improperly used electric sander. The 3M sanding blocks also used for auto body work are great for smaller areas and last a long time.

If you follow Rob's stripping advice and get the boat fair while putting on the strips you'll have lots less sanding to do to start with, might not even want to buy a ROS.

Btw, take a look at the online auto body supply houses for supplies like auto body tool shop, lots of supplies like mixing pots, squeegees abrasives etc. at greatly reduced prices. Tongue depressors make great epoxy stirring sticks, a box of them can last a lifetime (5000 per box - around $30) at most online pharmacies.
