Regardless of what it is the builder could have tweaked the coaming to a certain dimension for comfort. Maybe bring the boat to the kayak shop?
Many neoprene skirts will be very snug. Some nylon covers have cord adjustments.
Also: If the underside of the coaming lip is rough and lumpy with epoxy it could give enough resistance to seem like the wrong fit.
