The balance stool doesn't have secondary stability, that I can tell.

I second the idea of a balance bench. I used to bring one to a physics of kayaking demo I did for middle schoolers. It was alway a great hit, and I was never worried about injury.

They are very easy to build, rugged and can be tuned to any degree of stability desired.

For low stability, make it tall with a lot of curvature at the bottom, for more stability make it low with very little curvature. If you want secondary make the bottom curved but the sides flat.

Experiment a bit. There is no more simple or safe kayak simulator in existence.
