I'd go with something like this.

You could easily give the lateral supports some arc too so you have 4-way rocking capability. Or, take a kids' sledding saucer and strap the boat to it with some bean/bag padding filling in the concavity of the saucer under the seat. Not too high off the ground, full motion, strong, and super cheap/easy to add/remove.
