I'm going ahead hand-sanding until I can get a curved scraper.

Wielded well, a scraper can work wonders in hard to deal with spots, but if you are hand sanding, don't be bashful about using really coarse grit paper. Like 40 grit. Wrap it around a block of styrofoam such as blue or pink house insulation board. You can shape the foam to match contours.
