For this kind of job I use a polyurethane-based UV filtering clear coat. This is what I use, but the site is in Dutch:

The epoxy used in the hull is not very UV resistant, so it is worthwhile to use a UV resistant coat.

Just sand lightly with fine paper to remove the old coat and any loose stuff, and paint using brush or roller. With good quality materials like these it will almost as good as spraying, with much less mess.

From the picture I can not see if the hull is plain carbon or carbon-aramid (carbon-kevlar). If there is any aramid in the laminate, be extremely careful with sanding. As soon as you touch the bare aramid fibre with the sanding paper the fibres will go kind of fluffy (No idea what the correct word is in English), and it is really hard to get it sorted out again, usually requires a much thicker coat.
