With the right jig you could machine the blanks with a standard router, doesn't have to be CNC. The set up for a big machine for something like that wouldn't be worth it.

I'd do it on a band saw, would be easier. If you were careful you could do it on a jig saw too. It's just a blank anyhow, it still needs finished.
